New iMac 2.4, 20 inch with Leopard.
At shutdown all programs quit, desktop clears off like it shoud, and the little circle thingy starts working.
and working, and working, and working but machine won't shut off without pushing the power button.
any suggestions?

I have an older iMac (a year or so old) that does the same thing at times since I installed leopard. I just push the power button. Sooner or later it starts working right for me.
The solution I'm starting to think seriously about is re-installing Tiger. Everything worked fine then.

You probably have a malfunctioning startup item. What items do you currently have in /Library/StartupItems?
Also, take a look at your system log. It will give you an indication of what's going wrong on shutdown.
