G4 doesn't sleep anymore

I have a dual 1.25MHz G4. I was having problems with crashes so I did an archive/install back to 10.3. Now, even though my setting are correct, the computer doesn't go to sleep like before. That is, the fans never seem to stop and the light on the front of the CPU does not pulse.

Is there a pref file I can trash/fix to get the old sleep behavior back?

/Library/Preferences/SystemConfiguration/com.apple.PowerManagement.plist

If that doesn't work, it might be necessary to reset PMU. If so, consult the instructions for your model at Apple Support
