G5 PPC won't sleep

I believe at one time it used to go into sleep mode. But now it doesn't.

The monitor times out after 15 minutes but I can hear that the hard drive and fan are never turning off and the white On light stays on and does not do the slow pulsing of sleep.

How do I trouble shoot this? Remove lots of preferences?

Oh, and I forgot to mention that I hear this loud click every couple minutes is making me worry that not only am I wasting energy leaving the computer running but I am also wearing out some mechanical part - the hard drive?

I can successfully put it into Sleep mode from Apple menu.
