iBook charging with non-Apple PSU?

Pal of mine bought a slightly semi-dodgy iBook G3 700 from eBay the other day - works fine, as far as I can tell. Came with a non-Apple PSU, HiPower brand, 24V 2.5A; the battery doesn't hold charge for more than a minute or two. Is there any chance that it is the power supply which is not charging the battery properly, or would it be more natural to assume the battery is shot?

The battery is very likely indeed to be dead.

Check questions:

Does the PSU allow the iBook to run on mains? Do the green/orange LEDs at the iBook end of the power lead light up? What's the current rating written on the PSU (Apple PSU is 1.875A)?

The current rating is over spec (2.5A) and everything works, so I'm pretty sure its the battery.
