ibook g3 500 won't sleep with lid closed

I loaded 10.3.8 and all seems well except the ibook will not sleep when the lid is closed.

No clue about your problem. What happens if you select Sleep in the Apple Menu?

The usual suspects apply here: connected devices, speakable items &etc. Does resetting the PMU fix things? Are you sure the lid is closed and properly telling the OS to sleep? Does it sleep eventually?
