That seems way too low.
Do MacBooks need less voltage than PowerBooks?
My TiBook battery is usually around 16.5 volts.
No way will it run on a car's 13-14 volt system :(

Will yours? Run that is. I doubt it would charge, but just running would be a giant leap forward.
