It seems that when my mini comes out of sleep mode, the screen goes
blue for a few seconds, and then will repeat this periodically. but

My laptop does this when I plug in an external screen. Perhaps your
monitor needs reset or something coming out of sleep. In my case the
Laptop is awake and running but plugging in separate screen causes a
sort of recycle of the display(s). Both the LCD and external do this
and then they display normally.
